HOUSTON, June 24, 2025 /PRNewswire/ -- Stellus Capital Management, LLC ("Stellus") announced today that its affiliates provided senior debt financing and an equity co-investment in support of Clarion Capital Partners' ("Clarion") investment in International Cybernetics ("ICC" or the "Company"), a technology-enabled infrastructure management firm. Clarion has been actively pursuing investments in the Testing, Inspection, Certification and Compliance ("TICC") industry.

ICC provides software-powered roadway pavement condition surveys and structural testing services across the United States and Canada which are integral to state and local governments' cost-effective safety maintenance and management of critical roadway infrastructure networks. ICC also manufactures road condition measurement systems that use proprietary software to collect data about governments' road networks and sells its equipment globally.

Clarion partnered with Mustafa Temiz, a former executive with SGS and Intertek, to build a TICC services platform through an acquisition strategy focused on servicing the full value chain of modern mobility infrastructure. The platform seeks to provide mission-critical field testing, inspection, and consulting engineering services to the surface transportation and electrical infrastructure markets. Clarion views ICC, which will continue to be led by its CEO Michael Nieminen, as a cornerstone of the broader TICC platform.
